وأوضح الناطق الرسمي باسم الحكومة مصطفى بايتاس خلال مؤتمر صحفي عقب اجتماع المجلس، أن مشروع القانون “يأتي لمواكبة التطورات التي يشهدها العالم في مجال الحريات والحقوق العامة من خلال إيجاد بدائل للعقوبات السالبة للحرية قصيرة المدة والحد من آثارها السلبية، وفتح المجال للمستفيدين منها للتأهيل والاندماج داخل المجتمع، بهدف المساهمة في الحد من مشكل الاكتظاظ داخل المؤسسات السجينة وترشيد التكاليف”.
